If you have bought an apartment or finca on Mallorca, the next stage often follows right away: the renovation. A renovation on Mallorca works differently from what many foreign owners are used to at home, and costs vary widely by region and scope. The most important difference sits in two terms: obra menor and obra mayor. They decide whether you can get started with a simple notification to the town hall or wait months for a building licence.

Smaller jobs like a bathroom or kitchen run as an obra menor via a notification or simplified licence from the municipality. Anything touching the structure, facade or floor area is an obra mayor with an architect project and a building licence. For 2026, budget roughly 600 to 1,500 € per square metre for a full refurbishment, plus taxes and fees of around 4 to 6 percent of the construction budget.

A reforma in Spain is any building alteration to an existing property, from a bathroom refit to moving load-bearing walls. Depending on scope, it legally counts as an obra menor or obra mayor and needs either a simple works notification or a full building licence from the municipality.

Obra menor or obra mayor: which permit you need

Works that change neither the structure nor the building envelope nor the floor area count as an obra menor: tiling, bathroom and kitchen refits, painting, new interior doors, electrics and plumbing inside the home. In most municipalities a comunicación previa or declaración responsable is enough, meaning a notification with a cost estimate. Once filed, you can often start immediately or after a few days.

An obra mayor exists as soon as load-bearing walls, the roof, the facade, extensions or a change of use are involved. Then you need a project drawn up by an architect or aparejador, a licencia de obra from the municipality and, depending on the location, additional reports. Processing takes several months depending on the municipality, in Palma often considerably longer. The legal basis for responsibilities on a building project, such as the liability of builders and site management, is set out nationwide in the Ley 38/1999 de Ordenación de la Edificación.

Careful: building without a licence gets expensive

How the permit process at the town hall works

The road to a licence looks similar in every municipality on Mallorca, even if forms and deadlines differ. In Palma, works notifications and licence applications go through the Sede Electrónica of the Ajuntament de Palma; smaller municipalities partly still work with paper forms.

Clarify the scope

Agree with your architect or builder whether the works count as an obra menor or obra mayor. When in doubt, ask the municipality (Departament d Urbanisme).

File the paperwork

For an obra menor: form, cost estimate, possibly a sketch. For an obra mayor: a stamped architect project, structural calculations, a construction schedule and proof of the plot situation.

Pay taxes and fees

ICIO and the municipal tasa are calculated on the construction budget and are a precondition for starting the works.

Report start and completion

Larger projects end with the certificado final de obra and, depending on scope, a new Cédula or an update of the cadastre.

On top of the permit come charges: under Spanish law, the Impuesto sobre Construcciones, Instalaciones y Obras (ICIO) may be at most 4 percent of the construction budget, and many municipalities on Mallorca use most of that headroom. Add the municipal processing fee (tasa), usually between 0.5 and 1 percent. For a budget of 50,000 € you should plan around 2,000 to 2,500 € for tax and fees alone.

What a renovation on Mallorca costs in 2026

Prices have risen noticeably since 2020 because materials became more expensive and good tradespeople on the island are heavily booked. The following ranges are realistic guide values for 2026, depending on finish, condition and location:

For fincas in rural areas, the price per square metre sits at the upper end, because travel, material transport and the state of the building fabric mean more work. Do I need a permit for a bathroom renovation on Mallorca? Yes, but only a simple one. A bathroom refit that does not touch load-bearing walls counts as an obra menor. In most municipalities a comunicación previa or declaración responsable with a cost estimate is enough, and you can start the works shortly afterwards.

Comparing builders and securing the contract

A solid quote (presupuesto) is half the battle on Mallorca. It should list positions individually, separate materials and labour, show the IVA and name a time frame. A quote with a single lump sum and no breakdown is a warning sign.

Check these points before you hire anyone:

  • Get at least two, better three quotes for an identical scope of work
  • Check company details: CIF, business registration, liability insurance (seguro de responsabilidad civil)
  • Look at references, ideally a current or recently finished project
  • Tie the payment plan to construction progress, never more than 20 to 30 percent up front
  • Put the warranty in writing; for structural work the periods of Ley 38/1999 apply
  • Confirm every change during the build in writing as an addendum to the presupuesto

The most expensive mistakes with site supervision and the payment plan

Most disputes do not come from bad builders but from missing oversight. For an obra mayor, site supervision (dirección de obra) by an architect or aparejador is mandatory anyway. For larger obras menores it is worth having voluntarily: an independent site supervisor usually costs 3 to 6 percent of the budget and prevents defects from surfacing only after the final payment.

The second classic is the payment plan. If you pay too much too early, you lose all leverage. Common and fair is a model with a down payment at contract signing, staged payments after defined trades and a retention of 5 to 10 percent until defects are fixed. Tip: use the off-season

Many building firms on Mallorca are booked out from May to October with projects for holiday landlords. Start your reforma between November and February and you get appointments faster and often better prices.
