The cese de actividad is Spain's unemployment benefit for autonomos: a Social Security payment made when a self-employed person stops working for a legally recognised reason. Since 2019, every autonomo has automatically paid into it through the additional contribution for professional risks. Even so, few actually apply for it, and a large share of first applications get rejected because the requirements are checked closely. On a seasonal island like Mallorca this is not a niche question: many businesses close in the autumn, and every year the same question comes up, whether cese de actividad even applies to that situation.

At a glance

Cese de actividad pays autonomos an unemployment benefit for up to 24 months if they stop their activity for a recognised reason. You need at least 12 months of contributions and a legally recognised cese reason; the end of the season alone does not count. The amount is 70 percent of your contribution base for the first 180 days, then 50 percent after that. You apply through your mutua, at the latest by the last day of the month following the cese.

Who qualifies for cese de actividad

Your mutua checks several conditions at once, and all of them have to be met:

At least 12 months of contributions

You must have paid the cese de actividad contribution for at least 12 months, continuously, within the 48 months before the cese.

A legally recognised cese reason

Economic losses, a forced foreclosure, force majeure or the loss of a licence needed for the activity all count. The end of the season on Mallorca does not.

No outstanding debt with the Seguridad Social

Your contributions must be fully paid up at the time of the cese.

You have not yet reached the regular retirement age, unless your contribution years would not be enough for a pension anyway.

An economic reason can be, for example, a drop in income of more than 10 percent compared with the previous year, a court or administrative seizure of at least 30 percent of the previous year's income, or a court-declared insolvency. Force majeure and the loss of a licence needed for the activity also count, as do certain personal situations such as domestic violence or the involuntary loss of a managing position in a limited company. Why the end of the season alone is not enough

Watch out: the end of the season is not a cese reason

If you close your business in the autumn simply because the season is over, that does not meet any of the recognised reasons. The mutua wants real proof, for example an actual drop in income of more than 10 percent compared with the previous year. Without that proof it rejects the first application.

If you only want to bridge the quiet winter months, the more suitable option is usually the one described in deregistering as an autonomo for the winter: a temporary deregistration is often more practical there than a cese application that would get rejected anyway.

How much money you get, and for how long

How long you receive the benefit depends on how many months you contributed in the 48 months before the cese:

If you are at least 60 years old, you get at least 6 months, even if your contribution months would otherwise work out to less.

For the first 180 days the mutua pays 70 percent of your contribution base, the average of your last 12 contribution months. After that the benefit drops to 50 percent. The amount is capped and floored against the IPREM: the monthly IPREM is 600 EUR in 2026 and is increased by a sixth to 700 EUR for this calculation. Without children the floor is 80 percent of that, around 560 EUR, and the ceiling is 175 percent, around 1,225 EUR. With one child the floor rises to 107 percent, around 749 EUR; with two or more children the ceiling rises to 225 percent, around 1,575 EUR.

Gather your documents

Collect proof of the cese reason, for example tax records showing the drop in income or a court ruling.

Submit the application to your mutua

Not to the SEPE: since 1 June 2019, only your mutua colaboradora processes cese de actividad applications.

Keep the deadline

The application must arrive by the last day of the month following the month of the cese. Late submission shortens the benefit period proportionally.

Wait for the decision

The mutua generally has 30 days to decide on a complete application.

Frequently asked questions about cese de actividad

Does the end of the season on Mallorca count as a cese reason? No. The end of the season on its own is not enough. You need a legally recognised reason, for example a drop in income of more than 10 percent compared with the previous year.

Where do I apply? With your mutua colaboradora, not the SEPE. Since 1 June 2019 only the mutua handles these applications.

What happens if I miss the deadline? The application is still processed, but the benefit period is shortened by the number of days you were late. So submit it by the last day of the following month at the latest.

Conclusion

Cese de actividad is not automatic, but for autonomos going through a genuine economic downturn it is a safety net that you have already paid for through your contributions.
